The composite material consists of a matrix of burnt carbon with heat-conducting bindings and layered thin electrical conductors within it. The material has a density of less than or equal to 2. 3g/cm3> and a mean specific electrical resistance parallel to the layers of thin metallic conductors of less than or equal to 3 microOhmm. An independent claim is also included for the following: (a) a method of manufacturing an inventive composite material.
