The apparatus has a support portion mounted on a vehicle seat, and a movable portion moving forward relative to the support portion via two arms (8a, 8b). A coil spring (12) is provided between the support portion and the movable portion for biasing the movable portion forward relative to the support portion. The arms are crossed and rotatably connected to each other by a rotation axis (9).
