A fuel deoxygenator (12) includes a plurality of fuel plates (46) defining fuel passages (50) through a housing (36). A permeable membrane (48) supported by a porous substrate (38) is in contact with fuel flowing through the fuel passages (50). A vacuum in communication with the porous substrate (38) creates a differential pressure between oxygen within the fuel and the porous membrane (48). The oxygen partial pressure differential causes oxygen dissolved within the fuel to migrate from the fuel through the permeable membrane (48) away from the fuel. Fuel exiting the outlet (28) includes a substantially reduced amount of dissolved oxygen. The fuel plates comprise a plurality of members to enhance mixing of the fuel. Membrane coated with PTFE or other fluoropolymer.
