An indicator panel (10) for a vehicle instrument panel is provided with a base substrate (30) having transparency, an ink-acceptance layer (33) coated on at least one surface of the base substrate (30) and a shading layer (35) coated further on the ink-acceptance layer (33). Hazes of the base substrate (30) and the ink-acceptance layer (33) are more than 92.8 % and less than 93.5 %.
