A battery management controller (35) controls the electric charge and discharge of a battery that supplies electric power to a motor (28) which is controlled by a vehicle controller (29). At least one of the battery management controller and vehicle controller includes an actuating unit for actuating the other of the controllers through a communication path when the controller is actuated.
