A wind-up shaft (24) that extends in a vertical direction has a lap belt slit into which a lap belt (1a) of a seatbelt (1) is inserted, and a shoulder belt slit (24b) into which a shoulder belt (1b) of the seatbelt is inserted. The shoulder belt slit is located above the lap belt slit.
