The device has a positioning unit to position a crankshaft to a preset position for starting an engine, and a detecting unit to sense a crank position when detected that a throttle valve is opened. A starting mode deciding portion (33) decides a starting mode for starting the engine by revolving the engine when the engine speed is more than a normal revolution priority speed depending upon the detected crank position.
