A fuel cell of the present invention is characterized by including a proton conductive film, a planar hydrogen side electrode and a planar oxygen side electrode disposed with the proton conductor film held therebetween, a fuel supply means (13) for supplying a fuel to the hydrogen side electrode, and planar current collectors (16) and (17) being disposed in close-contact with the oxygen side electrodes and having gas transmission portions such as opening portions allowing the oxygen side electrodes to be opened to atmosphere. Since the oxygen side electrode is opened to atmosphere, oxygen can be supplied to generators (11) and (12) without lowering a partial pressure of oxygen in air.",
