Solution: A fuel injection system for an internal combustion engine, having an upstream fuel injection valve provided upstream from the throttle valve and a downstream fuel injection valve provided downstream therefrom, including: means (101) for determining the total injection quantity of each fuel injection valve; means (102) for determining a rate of fuel injection quantity due to each fuel injection valve; means (2, 3) for acquiring temperature information representing the throttle valve temperature; and means (103) for correcting the rate on the basis of the temperature information, characterized in that the correctionmeans (103) decreases the injection rate of the upstream fuel injection valve when the throttle valve is at low temperature.",
