An intake air controller for an internal combustion engine is provided. The intake air controller comprises a throttle valve controlling a flow amount of intake air flowing into the internal combustion engine; a shaft integrated with said throttle valve and rotating therewith; a bearing rotatably supporting said shaft; and a throttle body including a bearing holder supporting said bearing. The bearing includes an inner race fixed to said shaft, an outer race fixed to said bearing holder, and a ball provided between said inner race and said outer race. A total L1 + L2 of an internal thrust clearance between said inner race and said ball and an internal thrust clearance L2 between said outer race and said ball is set at a predetermined clearance amount.
