The device has a central weight suspension rod (1) and a coil cable tube (5) that is closed by a floor element (4) engaged by the rod and that is at least partly filled with bulk material. The bulk material is scrap metal and the tube is closed by a cover (7). The floor element is joined to the tube by rivets (6).
