A fuel injector (100) having an orifice plate (10) proximate the outlet. The orifice plate has first and second plate surfaces (10a,10b;302a,302b) spaced at a predetermined distance from one another and an orifice (12;14), the orifice extending along a longitudinal axis (A) and includes a first surface and a second surface being spaced from the first surface. The first surface includes a first region having a first surface characteristic (316a) being oriented in a first direction oblique to the longitudinal axis. The second surface includes a second region having second surface characteristic (318a) being oriented in a second direction oblique to longitudinal axis. The fuel injector (100) has a housing extending a longitudinal axis. The housing includes an inlet, an outlet and a passageway disposed between the inlet and the outlet. The fuel injector further includes an electromagnetic actuator (120) proximate the inlet, the electromagnetic actuator including an armature (124) and an electromagnetic coil (122) a valve assembly, the valve assembly including a closure member (126) and a valve seat (134), the closure member operable to occlude fuel flow to the outlet in a first position and operable to permit fuel flow to the orifice plate (20) in a second position. Several methods of forming angled orifices in a metal sheet are described in which an angled orifice can be formed from a preformed right-angled orifice. Each angled orifice has an oblique axis relative to at least one of a first surface and a second surface of a metal sheet.A fuel injector (100) having an orifice plate (10) proximate the outlet.
