Safety belt device

A pretorsioning device is used in pretorsioning the torsion bar (5) when an accident is detected. The torsion bar locks the spindle (1) and the flange (3) to one another. Independent claims are also included for the following: (a) a safety belt apparatus; and (b) an actuating method for safety belt system of vehicle.
