The rim (8) is provided with a rim flange (10) on one side face and with a recess (16) on the other side face. The tire base (1) is provided with a protrusion (20) to be fitted to the recess (16). A height D of the base rubber layer (2) is set to be 20-70% of a tire height H. The base rubber layer (2) has a tensile stress of 1.5-5 MPa at 10% elongation in JIS-K6251: Dumbbell type NO. 1 shape for vulcanized rubber tension test method, and a hardness of A70-100 degrees in JIS-K6253: Type A durometer hardness test.",
