A reinforced composite ionic conductive polymer membrane, and a fuel cell with improved efficiency by adopting the reinforced composite ionic conductive polymer membrane are provided. The reinforced composite ionic conductive polymer membrane includes: a porous support; an ion-exchange polymer that impregnates the porous support; and a reinforcing agent that impregnates the porous support, the reinforcing agent including a moisture retentive material and/or a catalyst for facilitating oxidation of hydrogen. The moisture retentive material comprises at least one selected from the group consisting of SiO2,TiO2,ZiO2, mordenite, tin oxide, and zeolite, and the catalyst comprises at least one selected from the group consisting of platinum (Pt), palladium (Pd), ruthenium (Ru), rhodium (Rh), iridium (Ir), gold (Au), and a Pt/Ru alloy.
