The wheel (1) turns of a fixed shaft (10) and has an inner cage (12) that rotates in one direction only, one or more elastic accumulators (11) and selective braking and acceleration links. The selective braking links connect the inner cage (12) to the shaft structure and cause the cage to rotate in the same direction as the wheel but at a higher speed. The elastic energy accumulators are interposed directly between the body of the wheel and the inner cage and themselves comprise the selective acceleration mechanical links.
