The secondary battery charging device comprises: charging voltage detecting means (14) for detecting the terminal voltage (Vch) of a secondary battery being charged; quadratic changing rate detecting means (16) for detecting the change( DELTA ( DELTA V)/ DELTA ( DELTA t)) in the changing rate of said terminal voltage (Vch); and charge ending means (25) for ending the charge when the change in said changing rate is lower than a predetermined reference changing rate (Vref).",
