The device has a portable transponder (16) with a memory (14) for storing at least one set of authorization information and an arrangement for exchanging data with a vehicle management system (12), via which the authorization information can be influenced by the management system. The transponder also has an arrangement for sending authorization information to a controller (20) in the vehicle for authorizing normal operation of the vehicle.
