A low-temperature gasification furnace (2) is provided to gasify combustibles such as combustible wastes or coal at a predetermined temperature, for example, 400 to 1000°C, and the produced gas is then supplied to a fuel cell (6) to generate electricity. The low-temperature gasification furnace preferably comprises a fluidized-bed gasification furnace.
