The heater comprises a heat transfer body with a planar surface; a thermally stable carrier layer (35), especially a ceramic hybrid layer, applied to the planar surface; a heating pipe (34) applied to the carrier layer; a flange (25') for fixing the heater (14) in the fuel filter; and contacts (30) for the voltage supply. The fuel filter comprises a filter head; a filter container connected to the head and forming a filter housing; a fuel inlet and a fuel outlet communicating with the housing; a filter medium arranged in the filter housing and having a crude side separated from a pure side; and a heater. The heater comprises a heat transfer body with a planar surface; a thermally stable carrier layer (35), especially a ceramic hybrid layer, applied to the planar surface; a heating pipe (34) applied to the carrier layer; a flange (25') for fixing the heater (14) in the fuel filter; and contacts (30) for the voltage supply. Preferred Features: The heater is arranged in the fuel inlet. The heat transfer body is formed as a rod with a semi-circular cross-section. The heater has a PTC element for determining the fuel temperature.
