Federal Judge Rules Against ICE Over Memo That Expanded Power To Make Warrantless Arrests

U.S. District Judge Jeffrey Cummings ruled Friday afternoon that immigration agents must follow the Castañon Nava consent decree, which is still in effect, ruling against an ICE memo that expanded agents' ability to make warrantless arrest.
