notification center on apple watch

I'm not sure when this started, because this has been happening for quite a while now, maybe since watch OS 26.4. But when I press the digital crown to wake the watch, a lot of times VoiceOver will say notification center over and over and over again. The only way to get it to stop is to press the digital crown a few times until I get to the list of apps. Does anyone know why this is and if there is any way to make it stop? It drives me nuts.
