Organizing favorites on Safari start page

I sure would like to know how to do this. Anybody have some tips or links to documents using voiceover to organize the links on the Safari start page? I have so much. Many are outdated. There is a drag and drop function for Safari's start page, iOS 26. I haven't figured out how to work it.
