Bulgaria remains the European Union’s cheapest country in terms of consumer prices in 2025, according to Eurostat data, maintaining its position at the bottom of the EU price level index and reinforcing its status as the most affordable member state for goods and services. The figures show that Bulgaria’s overall price level stands at 63% of the EU average, placing it first in affordability among all 27 member states.
