I also experienced the same issue with Windows Codex. 1. Used up the weekly limit on the Pro account 2. Changed the model to GPT-5.3-Codex-Spark 3. The message appeared when logging in with the Plus account 4. Rebooted the PC 5. The message did not appear when logging in with the Plus account
