Proposal for Identity Verification and Accountability in AI-Generated Images and Videos

Dear OpenAI Team, I would like to suggest a feature that could help reduce the misuse of AI-generated images and videos, especially content that harms or exploits real people. My proposal is not to require identity verification for all users, but only for users who wish to generate realistic images or videos of other people. The process could include: 1. Identity verification through a passport, national ID card, or another official document. 2. Verification of the user’s face against the submitted identification document. 3. Embedding a secure and hidden digital watermark or identifier in every generated image or video. 4. Allowing access to the creator’s identity only through a legal process when there is evidence of harassment, defamation, fraud, blackmail, or other criminal misuse. This approach could help protect individuals from harmful deepfakes and non-consensual content while preserving privacy for ordinary users who use AI for legitimate purposes such as education, work, creativity, and research. I believe that increasing accountability for creators of realistic AI-generated media would help build trust in AI technologies and better protect society from abuse.
