Are credit grants just a scam?

I’m honestly struggling to understand the point of these data-sharing grants. Every month I see grants being issued, and every month I see them expire, while my account continues burning through paid credits. If OpenAI is collecting data through the data-sharing program, shouldn’t the associated grants actually be usable? Right now it feels like OpenAI gets the benefit of the data. What’s the purpose of granting credits that never get used? If there’s a legitimate reason for this behavior, I’d genuinely like to understand it. But this is very frustrating.
