Plus plan - Codex limited reached after asking one question

Hi all I know that there is already a Limit discussion thread. I just typed on one question to codex and I hit my rate immediately, 100% that only resent in two days. This cant be correct, even on the plus plan I should be able to use it, this efectively makes it un-usable. Not allowing me to do anything. Is this normal? I just need help trying to solve/fix this.
