Openai api credits grant isssue can i still use those free credits which are still available

I have paid for the credits last year for 5$ there were some credites granted for free. these are still available but i am got being able to use it what is the reason look at these two screenshot at one point it says only 1.15$ and at other point credits grant of 23$. those credits are still available but it looks like i will not be able to use it. Is there any solution of it
