Feature request: Codex by default for all PRs opened by workspace members

Currently in codex settings for particular repo we can either: * Enable preferences of developer(if he enabled codex review for himself) * Enable codex requests for all PRs Would be great to have something in between where we autorun codex review for all prs that are opened by internals, but default to not process PRs submitted by outside collaborator
