"textContent": "LAHORE: The Punjab cabinet, chaired by Chief Minister Maryam Nawaz Sharif, on Tuesday approved the draft budget for the fiscal year 2026–27, setting the stage for its formal presentation.\n\nThe meeting was attended by Senior Provincial Minister Maryam Aurangzeb, Finance Minister Mujtaba Shuja-ur-Rehman, Chief Secretary Zahid Zaman, Planning & Development Board Chairman Dr Naeem Rauf, Finance Secretary Mujahid Sherdil, and other senior officials.\n\nOfficials from the Planning & Development Department, including Secretary Rafaqat Ali Wasan and Industries Secretary Syed Numan Masood, also participated.\n\n**Budget framework and fiscal estimates**\n\nAccording to official estimates, Punjab’s total budget size has been proposed at over Rs 5,850 billion, with a development outlay of Rs 752 billion.\n\nThe government has proposed a seven percent increase in salaries and pensions, while development spending has been recalibrated after providing fiscal space to the federal government.\n\nOfficials said Punjab has already extended Rs 570 billion in financial relief to the federation, resulting in the province’s development budget being reduced to 47 percent of its potential scale.\n\nReceipts under the National Finance Commission (NFC) award are estimated at Rs 3,793.7 billion, while provincial tax revenues are projected at Rs 1,330 billion.\n\nTotal expenditures are estimated at Rs 3,569.6 billion, leaving around Rs 1,562.2 billion in fiscal space after mandatory spending.\n\n**Key allocations and social sector spending**\n\nMajor allocations include Rs 900 billion for education and Rs 680 billion for health, including Rs 100 billion for free medicines and separate provisions for cancer and stroke treatment.\n\nSocial protection initiatives include Rs 25 billion for welfare programmes, Rs 35 billion for Ramazan package, Rs 80 billion in subsidies, and allocations for Kisan Card (Rs 10 billion), Himmat Card and Minority Card schemes (Rs 3 billion).\n\nThe government also earmarked over Rs 200 billion for ongoing chief minister-led initiatives, alongside Rs 150 billion for the “Suthra Punjab” cleanliness programme.\n\nFor student welfare, funding has been proposed for scholarships, laptops, electric scooters, bicycles, and the Honhaar Scholarship Programme worth over Rs 20 billion, as well as Rs 7 billion for the “Parwaz Card” scheme.\n\nUniversity grants have been estimated at Rs 18 billion, while Rs 800 billion is proposed for the Punjab Finance Commission.\n\nOperational expenditures are projected at Rs 580.2 billion, with Rs 221.9 billion allocated for investment programmes and Rs 54 billion for externally aided projects.\n\n**Governance priorities**\n\nOfficials said completion of ongoing development projects remains a top priority, while salary adjustments for government employees will follow federal government decisions.\n\nThe meeting also reviewed plans to increase minimum wages for labourers as part of broader social protection measures.\n\nThe cabinet emphasised improved service delivery, fiscal discipline, and continuation of key development initiatives under the chief minister’s agenda.\n\n**Revenue targets revised upward across key provincial streams**\n\nPunjab has set an estimated revenue target of Rs 1,229 billion under provincial income sources, while tax collection from provincial levies is projected at Rs 748 billion. The revised estimates for the current year show an increase of Rs 410 billion in revenue projections.\n\nThe Punjab Revenue Authority’s target has been raised from Rs 370 billion to Rs 528 billion, while the Board of Revenue is expected to generate between Rs 70 billion and Rs 86.2 billion. The Excise and Taxation Department’s revenue target has been increased from Rs 77.2 billion to Rs 124 billion. Other provincial taxes are expected to contribute Rs 10 billion, with Rs 80 billion targeted from the cash management fund.
