Request: Provide an official way to *deprecate* a crate. NOT yank. Yank is stupid

I think that any maintenance flag should decay over time. Otherwise one could set a crate as maintained, forget about it for 5 years, and the whole time the crate shows up as maintained. The system does not work if the information isn't up to date.
