Optional features are part of the crate — the project should say so

As you can see, build and testing is another ballpark than analysis. They are out of scope in this proposal. The solution should only affect rust-analyzer. It's about a maintainer's wish to suggest to tooling how to treat its crate. In this case, it's only rust-analyzer. Cargo does not have to change.
