Basically ignore the feet/metres value, it's imaginary anyway.

Since the introduction of the feature, the minimum height has always been 2 and 5 levels respectively, so I'm not sure where you got 1 and 2 from. The reason for 2 and 5 is that the station graphics simply do not allow anything lower, as it they will then clip into the bridge and anything on the bridge.
