Wikipedia says "at least one", not just one. Realism-wise I would suggest making dedicated Ukrainian locomotives unavailable before 2050. TEP150 was produced in Luhansk in 2005-2008, no new units were built since then and AFAIK the factory does not produce any locomotives at all since 2014. Factory that produced DE1 and DS3 was announced bankrupt in 2017 and since neither design was particularly successful it is unlikely that someone would bother trying to restore their production.
