Ah... I think I did change that setting when playing with AI opponents and finding their station got more cargo than mine. Then it seemed a sensible change so I kept it. I keep finding 'new' settings and having to consider which options are best. That would explain why the problem seemed fixed then not fixed.

Glad to know I'm not going mad!!
