There is a tool called grfcodec which allows you to extract graphics from existing NewGRFs if the source files are not available: LINK

It will generate for you a folder with the sprites in *.pcx format and a *.nfo file with the additional information (but unfortunately not the easier human-readable *.nml format), so if you "don't speak NFO" (which seems to be a nearly extinct language these days) you have to re-coded everything yourself in NML.

In addition, if you plan to use the graphics beyond local personalized use, you need to check the license for re-publication. Often, this is unfortunately not provided for old add-ons and thus it should be considered not allowed for public re-use.
