I think Kosovo would be more likely to join through fully joining the EBU, rather than as an "invited" nation like Australia or Canada.

Then again, Canada's ties to the EU are growing stronger. So much so that there are quite some calls for Canada to fully join the EU. Now I do not really believe that such a move is on the cards, at least not in the reasonably foreseeable future, but closer ties could include ESC.
