apologies if i'm blurting this out in the middle of something, or if it's been suggested before, but, may i suggest a river fill tool for the scenario editor? it would make it so that you could represent large above sea level water bodies, like the great lakes, without having put it all in manually, or butchering the topography by making it several hundred meters below all the surrounding tiles so that it's at sea level.
