Latest (and last) update to the town list collection of the Germany 16k scenario: about 250 towns and cities from Nordrhein-Westfalen

This is the final town list which was still missing. As usual, some of the big cities (Cologne, Duisburg, Essen, Dortmund) are in the "largest_cities" list.

I'll now double-check the placement of all towns and cities (abour 2500 in total) and do a bit more terrain optimization along the coastlines and rivers before a final release, maybe next weekend.
