I am assuming this means that GRFs or GSs also can't affect it for this reason too then?

Don't know about game scripts since I have never used them but for industry NewGRFs there is

Code:

IND_FLAG_PLANT_FIELDS_PERIODICALLY

and

Code:

IND_FLAG_PLANT_FIELDS_WHEN_BUILT

which should allow you to switch off the planting of fields. Not sure if this is what you intend to do, though?!?
