Yes, I'm also watching GIST (German industries sets) but as you also mention, automatic and non-customizable industry closure (and opening) is something I don't like and I also think it will not work on such a large map, which is more for network building than competing against an economic model.

So Germany 16k will likely come without any industries at all. But that's the beauty of OTTD, that there is a lot of options to customize to your very own preferred gameplay style.

For the New Netherlands and Duisburg scenarios, I will likely release with industries at geographically correct positions, but for the moment my priority clearly is on finishing this one here, where still nine federal states are to be done. At the moment working on Bavaria.
