General OpenTTD • What kinds of cargos may cities and towns accept?

In vanilla game on temperate map cities and towns accept goods in addition to passengers and mail.

Goods are classified as CC_EXPRESS, cargo class.

My question is, can cities accept cargo other than CC_EXPRESS? Can NewGRF's do it so cities instead of accepting express cargo accept some other cargo class?

Need to know this for station placement so that stations are placed in area where all citiy's cargo is considered, not just passengers and mail.
