So CET are in the trial version, this is a question for the set author, but I think it is most likely a game mechanic, which unfortunately newgrf will not affect. If he could influence it, it would already be done. And yes, if more house graphics are placed there, each city will be a mixture of styles. The game will not understand city lists like this, if it could, everyone would do it that way. But the game is still developing, maybe in a year or two it will be possible to choose your own style for each city.
