OpenTTD Problems • Toolbar inconsistency

Small issue that bothers me the most in v15 is changed landscaping toolbar behaviour. On the screenshots you can see that if we press keyboard shortcut for landscaping the toolbar will appear first and then construction toolbar will appear next to it. When we do it with construction toolbar open it will open below it. It makes unnecessary mistakes, because in previous version landscaping toolbar will appear always below making space for any construction toolbar. I think it's not an intended behaviour.
