OK, have reproduced it in save: wagons_only_issue_2.sav

Thanks, this is fixed now. The problem was caused by the existing wagon in the depot and the behaviour for automatically attaching wagons to existing free wagon chains.

Edit: Replacing to a free wagon chain is pretty useless so I'll also disallow this.
