The figure 664.216216216... is the length of a tile in km (for the purpose of speed calculations), so if you divide that by the speed of 100 km/h, you get a result of it takes 6.64216216... hours/tile at that vehicle speed. You can then calculate 24 hours/day divided by 6.64216216 hours/tile to get 3.61328 tiles/day.
