Thats a feature in OpenTTD which is a NewGRF depended I guess. I mean if set doesn't include requirements for heating (and apparently also for cooling) then there will be no restrictions.

Interesting - seems like I really missed that.

Do you know of a rail vehicle NewGRF that actually uses such a feature?

I'm usually playing with GETS (btw, new version 0.3 of GETS Alpine Add-on just out yesterday) and some other "real-world set", don't like "Iron Horse" or some of the other sets with these silly fantasy names, even if the graphics are drawn extremely nice.
