Yes, you can use the app to create a Town Name NewGRF from a static list of names, it doesn't have to be a combination of parts. Just save them as a *.txt or *.csv with one name per line (you can find more details in the Manual → Prepare source data).

There is no database; the app creates Town Name NewGRFs from whatever you feed into it. It's up to you what you do with the resulting *.grf file.
