I've had the same problem since the previous version with other industries that are being built on the shore if I want to subsidize them. I usually let the industry generate during the launch of a new game, so I only noticed this recently.

In the case I reported, this already happens with manual placement in the scenario editor, not during a running game.

I really tried different orientations on the sea, along the shore, and on land but never succeeded to build the salt evaporator.
